At what age ins an inplant indicatd to be inserted in a young female adolesent?

I have a patient female adolescent who had an implant inserted at the age of 16. My personal opinion is that
the development of the dentition occurs between the age of 18 to 22.

My question is as follows;
Is an implant in the above situation contraindicated prior to complete development of the dentition especially in a Maxillary anterior Central incisor?

At what age in a young female is the development of the dentition considered complete?

Can anyone provide reference material to support answers to these questions?
